First Minnesota Woman to Serve in Congress

Cornelia “Coya” Knutson (1912-1996) was the first Minnesota woman to serve in the United States House of Representatives. She served from 1955 to 1958. Her legacy as Minnesota’s first female representative in Congress remains, as does the initiatives she pushed for regarding student loans, cystic fibrosis, and Minnesota farms.*
What a joy to find that this pioneering woman in Minnesota politics had the foresight to compile her own archives. What better evidence of a life exists than the testimony of the one who lived it? Enjoy the summary below left by the Honorable United States Representative Knutson!

“Cornelia Genevive Knutson, or “Coya” as she was commonly known, was born in Edmore, North Dakota, August 23, 1912, the daughter of Christian and Christine (Anderson) Gjesdal. She received a B.S. degree in English and music at Concordia College (Moorhead, Minnesota) and did post-graduate work at Moorhead State Teachers College and at the Julliard School of Music. She began her career as a high school teacher in Oklee, Minnesota, and married Andrew Knutson on March 21, 1940. She served in the state Agricultural Adjustment Administration (1941-1942), as a member of the Red Lake County Board (1948-1950), and as a representative from the 65th district in the Minnesota House of Representatives from 1951 to 1954. As a Democratic-Farmer-Labor candidate in Minnesota’s ninth congressional district, Knutson defeated Harold Hagen, a twelve year incumbent, to become the first Minnesota woman to be elected to the United States House of Representatives. She held that position from 1955 to 1958. Knutson was defeated in 1958, and campaigned unsuccessfully for the seat in 1960…” **

What so abruptly curtailed the momentum of this bright woman’s political career? It appears that she was the target of a focussed “shame campaign”. Now we go to a sound source on the topic; the Minnesota Legislative Reference Library to clarify the method(s) used to halt this good woman.
“She was the only Democrat in the United States House of Representatives to lose to a Republican in the 1958 election. The upset came after her husband urged her to leave Congress. Headlines around the U.S. featured his plea: “Coya, Come Home.” The Knutson’s were later divorced. (Coya Knutson, New York Times, December 26, 1976)” ***
So, can we defer that this attack on the Honorable Representative Knutson is at least two-pronged: publicly shaming her for pursuing leadership instead of matronly pursuits, and a blatant appeal to pity? While I do not have supporting evidence, the circumstantial evidence makes clear that the rhetoric used against her attacked her as a mother of her adopted son Terry, and as a supportive wife to her husband Andy.

I find the shameful emotional manipulation of her husband especially repugnant. While this case also piles on the sexism of mid-century mid-western values, this type of attack is nothing new. For those who study rhetoric, it is known as an “ad misericordiam” argument defined as: an appeal to pity or compassion. A quick search of the Center for Hellenic Studies-Harvard University reveals numerous cases recorded in Ancient Greek literature. Shall I list a few of the more famous examples? We see ad misericordiam arguments and attacks in: “Apology” (Socrates and Plato), “Wasps” (Aristophanes), and the famed speech of Demosthenes “Against Meidias”. **** all this to establish that the attacks on Coya followed the low bar of rhetoric set over twenty four centuries before her.

What is it about appeals to pity and shame that make such an emotional impact? Dr. Brene Brown has studied shame, vulnerability, and courage for decades. I’ve pulled a few quotes that may crystallize the impacts of shame.
“Shame derives its power from being unspeakable.”
“We judge people in areas where we’re vulnerable to shame.”
“Shame, blame, disrespect, betrayal, and the withholding of affection damage the roots from which love grows. Love can only survive these injuries if they are acknowledged, healed and rare.” *
May I unpack these, statement by statement?

When one is attacked through media, in this case radio and newspaper articles, it is not a two-way debate. How could Coya publicly defend herself while only the reporter holds the microphone or pen? These are the kind of questions that have no answer, and to which there is no expectation of an answer; they are only intended to attack a person and not the problem. To Brown’s second statement, we find a public willing to project their judgment of Rep. Knutson in precisely the same areas they felt the most vulnerable as mothers and husbands. To the last point, I see the insecurities of a husband that loves too little attempting to regain control. Though an adult, he seems to be unable to celebrate her success, or privately, thoughtfully, and constructively convey his objections to her career. Too often, wounded people will choose ego over love, and pride over understanding.

So we move towards You; the Healer of the Universe! You offer us real relationship with the Only Complete personality of all time! You offer us the gift of vulnerability, and are immune to our attempts to emotionally manipulate the Maker of Emotions!

We commend the forerunning of Cornelia Genevive Knutson to You today. We honor her contributions to the benefits to our farmers and those who love the outdoors. We honor her bravery to step outside the schisms in her marriage and the cultural mores of Minnesota to embrace the loneliness of leadership.

In her era, by the Cross of Christ, the Blood of Christ, the Resurrection of Christ, and the Eternal Word of G-d we come to acknowledge our heinous separations and offenses against You. We shamed Coya into compliance instead of Your adventure for her. We wrote or believed written misbeliefs, disbeliefs, unbeliefs, and falsehoods about her and the Knutson family. We not only withhold our approval of her as a human being, but withheld our votes and broke relationship with her through false accusations based on mostly false information. When we judged Coya, where we judged Coya, we have also judged Your confidence and pleasure in her. Will You forgive us?

Conversely, by the Cross of Christ, the Blood of Christ, the Resurrection of Christ, and the Eternal Word of G-d we make these healing declarations over the Knutson lineage, and all Minnesotans present and future. We declare and invite the leadership of women who fear-respect You, and love the law. We declare the doors of shame through media closed over Minnesota’s leadership, and ask that the scales of wisdom and discernment equalize and come into perfect balance. We declare the era of “gotcha politics” over, and invite You to mature us a people willing and able to: agree well, disagree well, love our enemies, seek the benefits of others before ourselves, and remain in relationship in all our present and future political discourse. May we all “Come home” to our Christ who gave the example of selfless service out of a full heart! Amen!

Inventing the Future: Orville L. Freeman

On November 2, 1954, Orville L. Freeman secured the Democratic-Farmer-Laborite gubernatorial nomination, and was elected governor by a popular vote. He was reelected to a second term in 1956, and to a third term in 1958. During his tenure, a water resource board was formed; the seaway port authority was created; the state’s health institutions were advanced; a fair employment practice law was sanctioned; and educational funding was expanded. After running unsuccessfully for reelection, Freeman left office on January 2, 1961.*

“We cannot predict the future, but we can invent it.” This quote does not originate with Freeman, but is credited to Nobel Prize winning physicist Dennis Gabor.** Yet, it seemed to be a recurring mantra and theme of the life of Governor Freeman. Let’s explore this notion further, and excavate the actions and motives of Mr. Freeman before his time in office.

To initiate, Freeman graduated from the University of Minnesota in 1940 and bonded for life with Hubert H. Humphrey. After serving as a Marine in the South Seas, he returned home to build a bridge between the liberal Minnesota Democratic Party and the more socialistic Farmer-Labor Party.

In this action, he and Humphrey were pivotal voices in forging a consensus based around the creed; “A Pledge for American Unity”. I offer a quote of some of its planks below.
“I will never try to indict a whole people by reason of the delinquency of any member.”
“In my daily conduct I will consecrate myself, hour by hour, to the achievements the highest ideal of the dignity of mankind, human equality, human fellowship and human brotherhood.”

Orville served as a charter member and chairman of the DFL party in Minnesota from 1948-1950.*** Operating under the ubiquitous and consummate Democratic Mayor of Minneapolis, Hubert H. Humphrey, the heart of the DFL platform became reality. It’s planks today remain largely unchanged: a strong commitment to civil rights, humanizing labor, social welfare, the primacy of public education, and access to healthcare.

Governor Freeman fought to make this mantra a reality during his three terms in office.
His efforts remained tightly focussed: environment and water quality, pumping up education and healthcare, fighting for labor laws, and laying the groundwork for the Food Stamps Act of 1964. ,*** Although considered a “moderate” in his era, Freeman’s accomplishments gave witness to his allegiance to “inventing the future” of Minnesota and the DFL.

Pivoting to prayer, Lord, we honor You and remember that You: heal our past, free our present, and bless our future. We thank You that Your placement as Governor of Governors is secure and constant. You have spoken over all humanity,
“You did not choose me, but I chose you and appointed you so that you might go and bear fruit–fruit that will last–and so that whatever you ask in my name the Father will give you.” * John 15:16 NIV

We sit with You now, and remember the heart and the mind of Governor Freeman. We gratefully perpend the perpendicular motive conflicts he avoided; what he thought, he said, and what he said he did. How refreshing, again, to find a new hero of consistency in leadership; a man unified intellectually and in his nature! Will You lead us to acknowledge what we can to You in deep roots of conflict and success in his life?

Before his terms as governor, we see a man wrestling with human nature. Like the First Family, the sons of Adam and Eve, Orville knew that even brothers can hate, disavow, and even kill each other. Will You bless his heritage of making peace; standing between Progressives and Democrats? Will You forgive us of this era of hot judgment? Progressive Minnesotans judged Liberal Minnesotans, Liberals counter-judged Progressives, and both factions judged Republicans. All of these groups are human being that You went to the Cross for, were buried for, and rose for on the third day. Will You remove this living and active root of bitterness from our local culture: past present, and future?

Moving on, we commend Governor Freeman’s ideation and creativity in the realm of policy. Changing the direction of any large organization is like trying to turn a supertanker without a rudder. Maybe a good captain can alter the course a few degrees, but momentum is powerful force to counter. Forgive my weak analogies, Lord, but we want to acknowledge the importance of Orville’s critical input in forming the key planks of the DFL. What he dreamed of in the 1940’s became his actions in the 1950’s, and have remained constants in the DFL party since!

May We quickly visit these ideas, Wise One?
Environmental Protection
Freeman realized that our incredible wealth of fresh water in Minnesota was a resource worthy of protections. Will You bless this concept? The counter-arguments then, as now, hinge on who gets to make the choice of the use of natural resources; the owner of the property, or the government? In answering this question, our people have been divided. Will You forgive us this sin of foolish division without clarity of terms? Will You forgive all Minnesotans’ judgments, irrespective of their position, of failing to acknowledge that all property is G-d’s Property? We have so little humility over natural resources that we only ever will be temporary stewards. Forgive us!

Labor Laws
Your word says, “Do not muzzle an ox while it is treading out the grain,” and “The worker deserves his wages.” * I Timothy 5:18 NIV

Freeman saw both the importance and limitations of labor. To elaborate, the human body has limitations of how many hours it can function before it breaks down, and those who do physical work know the direct costs to their bodies. We applaud Governor Freeman his attempts to create boundaries around our workers through laws that protected them in this epoch. We acknowledge the division and dissent some of these laws created, and their root judgments. To those who opposed Freeman, again, the issue is not a matter of the worthiness of the worker, but who gets to make the choice: the government, the employer, or the individual laboring? Will You forgive our failures then and now to adequately respect these heartfelt disagreements, and to find policies that protect while not inserting a third party into an employer-employee relationship? Will You forgive our society where we have disrupted binary relationships with tertiary ones?

Healthcare
Your Living Word says, “use worldly wealth to gain friends for yourselves, so that when it is gone, you will be welcomed into eternal dwellings.” Luke 16:9 NIV

Orville recognized the value of human life, and the dawning of the temptation of insurance companies and hospitals to commoditize it. How does society protect its poorest and underinsured from health horrors known in previous generations. In this case, he sought to “invent the future” through legal means.
Repetitively, this created opposition in our state over the economics of health. Critics may argue that the when the government through welfare laws creates a price floor, disequilibrium will always occur. It excludes those who would buy or sell at a lower than market price, and this creates a surplus.
While these forces could temporally bring down costs for consumers of healthcare, wouldn’t it stand to reason that it would raise the cost for healthcare providers, and their employees? Lord, in this we have failed to hear each other. We want to solve one problem, but then it sets off a chain of domino events that we didn’t anticipate. Will You show us a more equitable way to solve the problems of healthcare than price? Will You forgive us our judgments past, present and future of how and why our political government is in the business of healthcare?

In sum, we remember Governor Freeman’s optimism for human accomplishment. We both acknowledge this notion, and look at it critically and soberly. As long as we do not fail to continue right relationship with each other, I’m sure he would be proud. You have made a way to consensus. Lord, give Minnesota the hesed to “invent the future with each other and with You. Amen!

Humphrey Elected Mayor

Hubert H. Humphrey is elected mayor of Minneapolis in 1945. For two terms he works hard to clean up city politics and extend civil rights. Minneapolis enacts the nation’s first fair-employment-practices law while he is in office.*

Minneapolis circa 1945 had its problems; many of them were already decades old. The Prohibition of alcohol through the 18th Amendment, in effect, became the graduate school for its street-level criminals, and seducer of many straight-appearing politicians from both major parties. For example, Kid Cann, a.k.a. Isadore Blumenfeld, went from pimping to becoming a godfather allied with Chicago and Genovese organized crime families. Kid Cann found his rivals in David Berman, “Big Ed” Morgan, and Deuce Casper. In the process, Minneapolis became a major center of bootlegged booze, gambling, brothels and unbridled corruption within its political class.**

Indirectly, one could argue that Socialists, Unionists, and Communists were tied to this process through their control over transportation and manufacturing. To demonstrate, the Teamster Trucking Strike of 1934 was the first time a sitting U.S. president, in this case, Franklin D. Roosevelt, openly took the side of a trade union in a labor dispute. His favorable view of Teamsters Local 574 and aggressive policing of union protests tipped the scales of public opinion away from the anti-unionist group Citizens Alliance and the business owners.**

Granted, being a trade union member did not necessarily make one corrupt. Yet, only a few strategically placed or bribed union leaders could, in effect, control the Port of Minneapolis and the lion’s share of traffic on the Mississippi. Highly organized unions lessened or eliminated competitors, and some of these competitors may or may not have succumbed to the influence of corruption from above through politicians, or from below through the mob.
Politically, the city hall of Minneapolis had been corrupted since 1900 irregardless which party was in power. Humphrey sought to resist the corrosive infiltration of Communists there, and even oust Communists from the DFL party during his tenure as mayor.** In 1947, he helped found the ideologically liberal, anti-communist Americans for Democratic Action. Perhaps his greatest accomplishments as mayor were in the sphere of on-the job civil rights. He started the Council on Human Relations prohibiting racial discrimination in the workplace, which seeded the Civil Rights movement of the 1960’s.*****

Lord, now we move with You from eternity past into Your eternal present. Will you direct us to ponder and gain insights into this window of time? Will You guide our thoughts as to how this history has broken with You?

As the Living Word of G-d, we ask You, Jesus, to guide us into a study of Your thoughts on corruptions past before we deal with the corruptions of Humphrey’s day. In Your conversation with Jeremiah about the Temple You point, like always, to the root problem.
“They make ready their tongue like a bow, to shoot lies; it is not by truth that they triumph in the land. They go from one sin to another; they do not acknowledge me.”
And…
“You live in the midst of deception; in their deceit they refuse to acknowledge me, declares the LORD.” ****** Jeremiah 9:3,6

Just as You were waiting for the people of Jerusalem to recognize You as their ultimate source, we have failed to acknowledge You in the Minneapolis of the 1940’s. Will You have mercy on this offense towards You? Where it applies, will You forgive our attempt to get life out of the lies of: organized crime, unionism, liberalism, socialism, communism, and the defilement of our legal system, police, and local government?

Some of us believed the mafia was a superior provider, protector, and keeper than You. We today acknowledge that the crimes of the dons of Minnesota: Kid Cann, Berman, Morgan, the Baldy Gang and other organized criminal operation were against You, and Your family; will You forgive? Will You restore the heritage of their victims, and bring restitution to the innocent? We gangsters believed loyalty was the highest virtue, but didn’t see our own betrayal of the persons, places and things of the Almighty! Let’s listen again to Your words spoken through the mouth of Hosea over 2700 years before our crimes.
“I will heal their disloyalty; I will love them freely.” ******* Hosea 14:4 NIV

Some of us believed that the deck was stacked against us as laborers, that we had no power, and that we needed the collective bargaining of the union to make things right. We today acknowledge these beliefs and misbeliefs as sins. Where we failed to call on the Shop Steward of the Universe, we will never know what resolutions You had in mind for us. Will You forgive us this slight to Your omnipotence?
“Be merciful to those who doubt.” ******** Jude 22 NIV

Some of us believed that we could be saved through the arms of our political “ism”, and failed to acknowledge You as “I AM”. We have verbally maligned our neighbor, for whom Christ died and rose again, and have no fear or are even consciously aware of this incredible insult to You. We have played our neighbor’s judge, over and over again, to the tune of “the ends justify the means.” We were both cognizant, and not cognizant of this affront to Your Justice. We have let our political enemy live in our heads, and our well-being and physical bodies have paid the price. I AM, will You forgive us these and other unnamed offenses to You in this era?

We give thanks for the efforts of Humphrey to end an age of destruction and corruption. He pointed to a higher ideal, and at least a partial recognition that our value is more than skin-deep. For this, we commend HHH and his physical and figurative children. Will You bless them to complete the work of civil rights by recognizing the G-d of Civil rights? Will You bless us to acknowledge You so that human rights won’t be as corruptible as human beings? Maranatha!

The Minnesota Democratic Farmer-Labor Party (DFL) is created on April 15, 1944, when the Minnesota Democratic Party and the Farmer-Labor Party merged. Hubert H. Humphrey is a driving force behind the merger of Democrats and Farmer-Laborites, but he turns down the new party’s nomination for governor.*

Going first to the source, the DFL website, we find that “Hubert H. Humphrey was instrumental in the merger and is considered by many to be the founder of the Minnesota DFL Party.”** Given the ubiquitous presence and success of the DFL in the current era, one can easily wonder: “What kind of rift existed between Democrats and the Farmer-Laborites back then? And “What was it about Humphrey’s leadership that helped to bridge this gap?” Below is a succinct history of the birth and early years of the DFL party in Minnesota as told by Minnpost author Iric Nathanson.***

“The 1944 merger was the result of a complex interaction of domestic and international political forces that created an unholy alliance between Robert Hannegan, the chairman of the Democratic National Committee, and Earl Browder, the head of the U.S. Communist Party.

In 1944, World War II was still underway.  The Russians were allied with the United States in an effort to defeat the Nazis, and the Communist Party believed that its short-term interests were best served by aligning with the Democratic Party and supporting the Roosevelt administration’s war effort.  That position would soon change, but in 1944 it was the party line.  Browder directed his followers in Minnesota’s Farmer Labor Party to support the merger, and they did as they were told — albeit somewhat reluctantly.
Browder’s position also influenced left-leaning Farmer Laborites who were aligned with the Communists in a movement known as the Popular Front.

While Browder was supporting the merger for his own purposes, Hannegan was looking ahead to the 1944 presidential election. The DNC chairman feared the prospect of losing Minnesota to the Republicans if the forces on the left were split here, so the merger was very much in his party’s interests as well.”***

So, we see a marked distinction between the Democrats and Farmer- Laborites at the national level as to who would be their source of authority, Washington or the international Communist Party, but what were the crucial factors at the local level? One could argue that age played a role; former U.S. Vice President Walter Mondale stated that Humphrey, himself, and the young Democrats were mocked as “the Diaper Brigade”.**** According to retired Metro State University professor Tom O’Connell, the counter-punch was that the FLP had “grown long in the tooth”, ie. too old.

O’Connell offers another brilliant opinion as to the basis of this divide; the FLP was a response to the Great Depression while the liberal Democrats around Humphrey were shaped by World War II.**** This observation rings true because of the incredible contrasts Minnesotans’ experienced during these two ages. Children of the 1920’s and 1930’s remembered: scarcity of food, bankruptcy, chronically unemployed parents, Wall Street and the Federal Government fighting to win economic control while the average family loses. Granted, the 1940’s war generation also grew up with wants and rationing, but look at what they gained: opportunity to serve in the military, opportunity for nearly unlimited hours of employment for people from all walks of life, and a state and nation rallying together to triumph over the enemy.

Young liberals maintained control of the party for the next few years, but lost momentum in 1946 to the FLP. Balance returned in the 1948 DFL convention in Brainerd. Though controlled by the Humphrey wing initially, the left wing eventually bowed out, and held its own convention. Though they produced a list of electors, they lost their slate to Humphrey’s in a decision by the Minnesota Supreme Court.****

Humphrey gained momentum with his strong anti-segregation speech at the DNC’s national convention of 1948. This famous oratory cinched adding a civil rights plank to the party’s platform. Below is an excerpt that crystalizes his vision for a post-war Minnesota, America, and the world at large.

“Yes, this is far more than a party matter. Every citizen has a stake in the emergence of the United States as the leader of the free world. That world is being challenged by the world of slavery. For us to play our part effectively, we must be in a morally sound position.
We cannot use a double standard for measuring our own and other people’s policies. Our demands for democratic practices in other lands will be no more effective than the guarantees of those practiced in our own country.”*****

We turn our thoughts to You now Lord; may we sit with You and watch this history? We love that You simultaneously are the most responsible leader in the universe, and also the most empathetic! We love that the government of eternity is on Your shoulders because You are omnipotent; infinitely capable. Will You lead us in our intercession for these events, and bring Your Healing Presence into them?

Remarkably, the first thoughts that come to my mind are from a speech by internationally-acclaimed bass player Victor Wooten. A core point of his talk was that music is a language, and we should pass it on in the same way as we teach our young ones our mother tongue; by living with them. Language is caught first, and taught later. Our parents look us in the eye, babble with us, talk to us, listen to us, and model a lifestyle.******

Many of our divides, Adonai, seem to commence at this same point. We are like parents who suck all the color and joy out of a our child’s initial passion for music by making it a chore. We don’t let them discover music through time with their instrument, but instantly burden them with sheet music, scales, and music theory. We do not take time to make music with them, but rigidly set a timer on the piano and say, “Don’t stop practicing until the buzzer goes off!”

Blessed and Holy Ruler, does this apply to April 15, 1944, and the politics of this era? We have tried, in the same breath, to have a political conversation and dominate a political conversation. We have spoken and written, concurrently, that the rules matter and that the rules don’t matter. We have practiced, simultaneously, to both respect boundaries, and disavow boundaries when they interfere with the goals of our revolution. We have looked outwardly for societies evils and put our hand on the heads of its scapegoats to transfer our sins and pain outwardly to them. We have not contemplated our own inward incompleteness that fuels our drive to power.

In all this, as Democratic and Farmer-Laborite Minnesotans, have deeply sinned against You. We have judged our neighbor as coming up short, but not ourselves! We have attempted a coup d’etat to usurp Your rightful position as Head Justice of the Universe, and have separated from justice in the process. We have offended You, and Your sacred image within our neighbor. Jesus, Son of David, have mercy on we sinners!

We continue, giving thanks, for the light and healing that began to heal this breach between liberals and progressives on April 15, 1944 and the years that followed. We thank You for those who let young people into the political process. We thank You for those who, in forbearance, overlooked their moments of overzealous energy, failure to understand parliamentary procedure, or arrogance and disrespect towards the Party’s elders. We invite Your blessings on us as a people; will You help and cause us to mentor our youth into wisdom, and active participation in leadership?

Moreover, we thank You thank You have given people eyelids, but not earlids! Hear our acknowledgement of those who listened to their beloved political enemies! We applaud those who heard the empty bellies of the Great Depression survivors and gave ear to the dawning rally cries of the generation of World War II! We bless this virtue of acknowledgement in Humphrey, and ask for leadership like his in the Midwest, both present and future tense, that tempers strong vision with a listening heart. May we rediscover the music of civil discourse, and the gratification of discovering our place in the song of Minnesota! May it be so!

Benson Becomes Governor

“Elmer A. Benson takes office as the state’s 24th governor.” * 

“He was elected in 1936 as Minnesota’s second Farmer-Labor Party governor with over 58 percent of the vote. He was defeated only two years later by an even larger margin. An outspoken champion of Minnesota’s workers and family farmers, Benson lacked the political gifts of his charismatic predecessor, Floyd B. Olson. However, many of his proposals—at first considered radical—became law in the decades that followed.”**

“Although the 1937 Legislature had given Benson–an early Socialist sympathizer–little of what he sought, many of his proposals became law during the 40 years that followed–property tax relief for homesteads; higher income tax rates for high-income individuals and corporations; mandatory workers’ compensation coverage for employees; a state Civil Service system; expanded state aid for schools, financed by income taxes; party designation for legislators.”***

Eternal Father, today we remember Your patience, and applaud Your forbearing spirit! You allow Your children to struggle as we learn, and do not rush to our aid at the first obstacle. You are perfect in holiness, and yet kind in Your judgments.

We remember with You the governorship of Elmer A. Benson today. We see Your image in his heart to correct monopolistic powers, relieve homesteaders, and ease the burdens of farmers. We see Your image in Governor Benson’s patience and faithfulness. His most treasured goals were not accomplished in his term in office, but like so many leaders, by faith, he eventually saw them put into law. We see that he sought to build consensus in his support for unions, and to establish his Progressive ideals through the law rather than might. Will You bless the changes he initiated, and his heart to make life better for those in society that were suffering?

Will You forgive also the sins of his idealism? Where he overstepped the bounds of the Constitution and inserted the government between employee and employer relationship, will You give balance? Though he acted out his ideals in integrity, will You forgive where his actions of benevolent state government actually diminished individual choice and responsibility for ones’ decisions and actions? In Your mercy, hear our prayer.

We ask that You visit with us the utility of the progressive income tax. In one sense, those most able pay more of the costs of society, and those less able pay less costs of the state. To be more exact, those who earn more, pay a higher percentage of their income, and those who earn less pay a smaller percentage of their income. This is my question to You; if some bear more of the financial burden of society than others, will the sense of ownership and participation be increased as one pays more, and diminished as one pays less?

To take the idea further, what other arena of life do we love more as we participate less? You have said, “Where Your treasure is, there your heart will be also.” (Matthew 6:21) If this is true, then would not those paying a lesser percentage of their income also be investing less of their heart in Minnesota, and those who pay a higher percentage of their income be investing more of their heart in our state?

Help me explore some of the math of Your Word, Jesus. We know that the Israelites were commanded by You to bring 10% of their wealth as an offering. 

“‘A tithe of everything from the land, whether grain from the soil or fruit from the trees, belongs to the LORD; it is holy to the LORD.” Leviticus 27:30  

But what of the Levites, the priestly lineage, who were not allowed to make wealth, or own property in the same sense of the rest of society? 

“And the LORD instructed Moses, Speak to the Levites and say to them: ‘When you receive from the Israelites the tithe I give you as your inheritance, you must present a tenth of that tithe as the LORD’s offering.” Numbers 18:25,26 NIV 

So, this is what we can gather from these examples from your chosen people; that You claim 10% of every type of wealth and resource in the land, and that those priests whose income and inheritance is dependent on Your Sovereignty and the gifts of the people must also give back to You 10% of their income. Is this an example of a graduated tithe, which to us may be similar to a tax? 

What we do see quite clearly is that giving is proportional, and flexible to the type and amount of wealth one has. Also, it is repeated frequently that no one is exempt from giving to the Sovereign of Israel, but exhorted with the command “none shall appear before me empty-handed”. Please ponder these verses below with the Lord, and see what you think.

“You shall observe the Feast of Unleavened Bread; for seven days you are to eat unleavened bread, as I commanded you, at the appointed time in the month Abib, for in it you came out of Egypt. And none shall appear before Me empty-handed.” Exodus 23:15

“You shall redeem with a lamb the first offspring from a donkey; and if you do not redeem it, then you shall break its neck You shall redeem all the firstborn of your sons. None shall appear before Me empty-handed.” Exodus 34:20

“Three times in a year all your males shall appear before the LORD your God in the place which He chooses, at the Feast of Unleavened Bread and at the Feast of Weeks and at the Feast of Booths, and they shall not appear before the LORD empty-handed.”

Deuteronomy 16:16

While modern society may not relate to commands of this type from You, Good Father, we catch some of Your meaning today. The tithe You command is a parallel to our concept of taxation. Offerings were a parallel of giving beyond the tithe, or what we might think of as charity, from out of a sense of devotion, sharing a blessing, or gratitude, and not necessity or compulsion.

May we find Your way to pay the costs of our society. May the future generations of Minnesotans show respect and humility before Your wisdom in this area. May we all contribute evenly and proportionately to the resources we are allotted by You. May we be free of the greed that comes from too much, and too little. May we not allow the enemy of all to divide us through bitter root judgments of our neighbors’ lineage, rank, or profession. May we trust in Your provision more, and not demand offerings from our community that even You do not demand. May we see the other side of the coin that, perhaps, Governor Benson missed; that failing to give in proportion will also yield a proportional lack of heart commitment to our North Star state! May we all have a sense of participation, ownership,  and even joy that comes from not appearing before You or our neighbors empty-handed!

“Will a mere mortal rob God? Yet you rob me.

“But you ask, ‘How are we robbing you?’

“In tithes and offerings. You are under a curse—your whole nation—because you are robbing me. Bring the whole tithe into the storehouse, that there may be food in my house. Test me in this,” says the LORD Almighty, “and see if I will not throw open the floodgates of heaven and pour out so much blessing that there will not be room enough to store it.  I will prevent pests from devouring your crops, and the vines in your fields will not drop their fruit before it is ripe,” says the LORD Almighty. “Then all the nations will call you blessed, for yours will be a delightful land,” says the LORD Almighty.

Petersen Becomes Governor

“Hjalmar Petersen takes office as the state’s 23rd governor upon the death of Governor Floyd B. Olson. Following his short stint as governor, Petersen tries and fails four times to regain the office.” *

“Hjalmer Petersen, the twenty-third governor of Minnesota, was born in Eskildstrup, Denmark on January 2, 1890. His education was limited and attained in the common schools of Denmark and Minnesota. At fourteen years old, he left school and went to work in the newspaper business, eventually founding the Askov American in 1914, a newspaper he owned the rest of his life. Petersen first entered politics as the clerk and then mayor of Askov. He also served as a member of the Minnesota House of Representatives from 1930 to 1934, and was the lieutenant governor of Minnesota from 1934 to 1936. On August 22, 1936, Governor Floyd B. Olson died in office, and Petersen, who was the lieutenant governor at the time, assumed the duties of the governorship. During his tenure, the federal unemployment insurance law was initiated; several labor disputes were dealt with; and significant judicial appointments were approved. After serving 134 days as governor, Petersen left office on January 2, 1936. He continued to stay politically active, serving as a member of the State Railroad and Warehouse Commission, a position he held until 1966. He also made several unsuccessful bids for the governor’s office, as well as a 1958 run for the U.S. Senate. Governor Hjalmar Petersen passed away on March 29, 1968 in Columbus, Ohio.” ** 

What did Governor Petersen’s keystone legislation of unemployment look like in his era? Minnesotans who were discharged through no fault of their own were to receive $15 a week for up to 16 weeks as of May 1,1938.*** See the table below to compare and contrast what this amount meant to a worker back  at its commencement.****

Shall we pray? Lord, we give You thanks for being the Governor of All, for being our shield and very great reward! We agree with Your covenant promises in Genesis 15 to Abraham and his children that Your favor is greater than the sum of all property, labor, and accomplishments. We remember and bless Your eternal words, and Your heart of unmerited goodness to all who believe!

Will You forgive us our broken trust in Your provision both in Governor Petersen’s era, and in the present? We have accepted wealth from the state that it does not create or own, but extracted from our neighbors. We have accepted the premise that our present condition of dysfunction becomes the problem of our functional neighbors. Will You forgive us this faulty logic and co-dependent relationship(s)?

What if the state had made unemployment insurance voluntary instead of mandatory? We can see at least three immediate benefits immediately from this premise. First, it would allow contributors to share their wealth freely with a true spirit of giving instead of the spirit of extortion through forced charity collected by the state. 

Secondly, it would remove politicians from the direct relationship between those with extra and those in need. Maybe this would remove a sense of entitlement of guaranteed benefits, and enable a sense of gratitude and trust towards givers from receivers because they would have no expectations?

Third, it would displace politicians’ from the false narrative that they were the givers of wealth, and undercut the credit they have taken for the gifts of others.

Will You forgive us for trusting in the politicians of Minnesota, and the provisions forced on our neighbor by the co-dependent law of unemployment insurance? We have assumed a co-dependent relationship between giver and receiver and state. Will You help us revisit these issues and remove the expectations, dependency, shame, and manipulation from helping each other? Will You remove what is false and create real relationship, real opportunity to give from the heart, and real gratitude? Will You fulfill the good intentions and desires of Hjalmer Petersen on Your terms, and show us a better, more honest way to love our unemployed neighbor?

Christianson Becomes Governor

“Theodore Christianson takes office as the state’s 21st governor.” *

Sorry Lord! Christianson is another Minnesota Governor that I have no recollection of, but I come prepared with a brief backstory below.

“Theodore Christianson, the twenty-first governor of Minnesota, was born in Lac Qui Parle Township, Minnesota on September 12, 1885. His education was attained at the University of Minnesota, where he earned an undergraduate degree in 1906 and a law degree in 1909. After establishing a successful legal practice in Dawson, Christianson became the owner and publisher of the Dawson Sentinel. He entered politics in 1915, serving as a member of the Minnesota House of Representatives, a position he held ten years. He next secured the Republican gubernatorial nomination, and was elected governor by a popular vote in November 1924. He was reelected to a second term in 1926, and to a third term in 1928. During his tenure, a crime commission was formed, as well as a commission of administration and finance. Also, state expenditures were reduced; taxes were controlled; and state government was restructured. After completing his term, Christianson left office on January 6, 1931. He continued to stay politically active, serving as a member of the U.S. House of Representatives, a position he held from 1933 to 1937. Governor Theodore Christianson passed away on December 9, 1948, and was buried in the Sunset Memorial Cemetery in Minneapolis, Minnesota.**

Governor Christianson, a.k.a. “Tightwad Ted”,  was a very fiscally conservative Republican who limited the power of government in favor of the individual. In this era, there were many fears about the insider capitalism of Wall Street, and the destabilizing reactions of sabre rattling socialists. He gave mostly agrarian Minnesotans a chance to regroup and recoup after the personal and property losses of WWI. (Those who lost sons to the war also lost heirs to their farms, as well as their most capable and loyal farm hands.)

So, here we give You thanks for “Tightwad Ted”. We thank You for his accountability and respect for the resources of Minnesotans. Theres a ‘time to scatter and a time to gather’ and we pause to remember Governor Christianson as a man who gave respite and a return to normalcy and simplicity to his constituents. Will You bless his heirs, both familial and governmental, who accept that there is season that the most reasonable course forward is to tighten the belt? 

In this, we give You honor for taking us through seasons scarcity and plenty. We thank You for the eternal promise to be our Jehovah Jireh. We ask Your forgiveness where we have forgotten You; either through the sins of easy living, or sins of destitution. Have mercy on Minnesotans’ past, present, and future failure to give You and our neighbors the free gift of gratitude. Amen.

Keep deception and lies far from me, Give me neither poverty nor riches; Feed me with the food that is my portion, That I not be full and deny You and say, “Who is the LORD?” Or that I not be in want and steal, And profane the name of my God. Proverbs 30:8,9 NASB

PS. Will You continue to forgive the cycle of judgment & counter-judgment between the parties and political groups of this age? Perhaps the Republicans forgot Your principles of community because it came through a Socialist  or DFL messenger? Maybe the Socialists and Democrats failed Republicans and Your urgings to personal responsibility through lumping them in with Wall Street, and assumptions that they were against Main Street? Will You forgive all the judgments and counter-judgments of these parties committed then as well as their fruits poisoning the present? Will You make us a State of “tightwads” with our disparaging thoughts, words, and hearts against our neighbor?

Preus Becomes Governor 1921

“J. A. O. Preus takes office as the state’s 20th governor.” *

When a man’s ways are pleasing to the Lord, he makes even his enemies live at peace with him. Proverbs 16:7 NIV

“When Preus first ran for governor in 1920, he adamantly opposed the Farmer-Labor Party, a coalition of discontented farmers and laborers who had formed a new political organization. The party, he declaimed, represented “socialism – a political cult that would destroy the principles of private property, our religion, and our homes.”

Despite his reservations about the Farmer-Labor philosophy, Governor Preus nonetheless encouraged the legislature to meet some of the farmers’ demands by broadening the legal powers of cooperatives, making low-interest loans available through the Rural Credit Bureau, and creating the Department of Agriculture. Preus also demanded higher taxes from the owners of ore-rich mines on the Iron Range, expanded highway construction, and improved equal rights and election procedures. His political savvy, combined with an apparent desire to correct inequities, made Minnesota’s twentieth governor a surprisingly prolific reformer.

After completing his second term, Preus became an insurance executive in Chicago. He returned to Minneapolis in 1958 and served until his death as board chairman of Lutheran Brotherhood, a fraternal insurance society he had co-founded in 1917. He also founded the Aid Association for Lutherans, which consolidated in the 1990s to become Thrivent Financial for Lutherans.”**

The actions of Governor Preus are a testimony of his character. He saw the people behind the labels of politics, and helped them. He listened to those whose ideas were diametrically opposed to his concepts of civic order, economic laws, and even his faith. He loved his political enemies, and did good to those who opposed him.

Lord of Governors, G-d of all Farmers and Laborers, will You bless the personal and figurative heritage of Governor Preus? Will You raise up wise elected officials, like Preus, who see their critics as You do; human beings with thoughts and needs worthy of respect and careful consideration? 

Will You have mercy on our heritage of bitter partisanship? We have loved our parties more than our neighbors! We have perpetuated a circle of judgment from this era to the present: the Progressives to the DFL and Republicans, the DFL to the Republicans and Progressives, and the Republicans to the Progressives and the DFL? We have defied aspects and reflections of Your image as expressed through our parties. Though imperfect and inconsistent, they often encapsulate our good will towards our neighbor. Will You bless the real, the good, the faithful and true within our system?

Will You bless us in our co-ops? Will You bless our Rural Credit Bureau and Department of Agriculture and family farms? Will You give us Your balanced view of taxation; may we adequately fund government while not punishing the rich, poor, or in between? Will You bless our infrastructure and those who build it? Will You bless the integrity of our elections and counting votes?

Will You forgive our judgments of the Lutheran Church of Minnesota? Will You bless its’ heritage of doing good for Minnesota’s citizens? Will You bless the heart of Martin Luther expressed through Governor Preus and the Lutheran Brotherhood?

“The farmers’ Nonpartisan League, a reform group that advocates state control of the grain industry, runs candidates in the Republican primary. The NPL loses in the primary, but joins Minnesota’s branch of the Minnesota American Federation of Labor in forming the Farmer-Labor party.” * 

“In the 1910s, farmers began to decry poor market conditions and violations of their economic rights. Middlemen in the grain elevator, stockyard, cold storage, banking, and rail industries regularly gouged farmers. To fight corporate interests, the NPL was formed in North Dakota in 1915.

The NPL was founded by former Socialist Party member Arthur Townley, who was also a failed flax farmer. The NPL advocated state-run mills, grain elevators, stockyards, and warehouses. In order to protect farmers further, the NPL fought for state insurance programs, pensions, and employment bureaus. After success in North Dakota’s 1916 election, the NPL began to expand. Minnesota became the center of its activities.” **

Lord, we say we love fairness, justice, and equal rights under the law, but our practice of these traits are very imperfect and human! Have mercy! Farmers of this era wanted to address the folly and failures of the Democrats and Republicans to represent their views and grievances. They wanted a way out of the “us versus them” paradigm in Saint Paul, and Washington! Lord, hear their prayers!

Will You forgive their root judgments based on politics? Will You forgive the Wall Street Republicans their willingness to commoditize a Democratic farming way of life, and to see all Progressives as revolutionary radicals instead of neighbors desperate for change? Will You forgive the Socialist and Progressives their judgments of the passivity of the Democrats, and characterizing all Republicans as greedy “Wall Streeters”? Will You forgive Democrats their judgments and fears of Socialist extremism, Progressive utopianism, and Republican heartlessness?

We have failed You as traders and transporters of commodities. Those who weighed the grain and set the prices for the train have dishonored You, and the farmers of Minnesota. Through Solomon, perhaps the greatest economic mind the earth has ever  known, You have said: “The Lord abhors dishonest scales, but accurate weights are his delight.” Proverbs 11:1 NIV Will You have mercy on all forms of dishonest trading and transport of agricultural commodities? Will You restore our broken trust, and teach us better ways to raise, assess value, and distribute food?

Our Socialism, Progressivism, Democratism, and Republicanism has tested You as the owner of all the yields of the Land of 10,000 Lakes. We have ignored Your voice because we listen through the filter of all our ‘isms’. We have discounted each other in opinion and fact. Have mercy! 

We listen and ponder this parable of Jesus:

“A man planted a vineyard, rented it to some farmers and went away for a long time. At harvest time he sent a servant to the tenants so they would give him some of the fruit of the vineyard. But the tenants beat him and sent him away empty-handed. He sent another servant, but that one they beat and treated shamefully and sent him away empty-handed. He sent a third, and they wounded him and threw him out.

Then the owner of the vineyard said, ‘What shall I do? I will send my son, whom I love; perhaps they will respect him.’ But when the tenants saw him, they talked the matter over. ‘this is the heir,’ they said. ‘Let’s kill him, and the inheritance will be ours.’ So they threw him out of the vineyard and killed him. What then will the owner of the vineyard do to them? He will come and kill those tenants and give the vineyard to others.” Luke 20:9-16 NIV

 

In its original context, this story was a rebuke of the misuse of authority of the chief priests, elders, and teachers of the law known as the Sanhedrin. The farmers of the vineyard symbolize the people of Israel. The servants represent the prophets of G-d whom the people rejected, the heir represented the Messiah, and the landowner is G-d the Father.

Yet, I see another interpretation of this text relevant to the NPL, the “isms”, and the economic forces of Wall Street. Perhaps each of these forces stumble over their self-importance: the farmer-laborer, the politicians, the bankers, and the traders? Is it possible that each sees themselves as the owner, therefore, possessing the final say over their property? Each has refused the reasonable messages of the servants and heirs sent to them?

Eternal Father, will You forgive us for attempting to own Your possessions? Will You forgive us the rejection of our opponent’s message and messengers? Will You forgive the misbelief in the revolutionary spirit of our heart that drives us to overthrow and possess? Will You forgive the independence of the NPL, the co-dependence of the Democratic and Republican parties and Wall Street?

We give You the false heart motives of this era, and ask that take them up, out, and onto the Cross of Christ. We ask that Your blood cleanses and frees us from every attachment of the Enemy that hinders the agriculture of Minnesota. We ask that You establish proper boundaries for all these groups both present and future. Will You be the Judge of Minnesota, so we can practice the blessing of being truly Non-Partisan?

Governor Hammond Dies in Office 1915

“Governor Winfield S. Hammond dies only eight months after taking office, when he suffered ptomaine poisoning on a trip south and died of a stroke in a little bayou town in Louisiana.” *

Governor Hammond was “a staunch Democrat in Republican community”, namely, the city of Mankato and Watonwan County. His ambitions politically were to minimize the bureaucracy of our state government, and eliminate waste. He achieved his political office with bipartisan support. **

What draws me to his story today is that he lived as a political minority in his hometown, yet achieved the highest post of leadership in the state. Politics, both in his era and the present, is more often a game of division than multiplication. The effects of partisanship, past and present, often turns friend against friend, spouse against spouse, and family against family.

What is Your wisdom for us in this, King of Kings? Each day, each moment, we are offered choice by You; will we make relationship, or break relationship? Daily You offer us this insight:

“Hear, O Israel, the Lord our G-d, the Lord is One.” Deuteronomy 6:4***

On the personal level, we can have a thriving connection with someone who disagrees with us. We often are married to such a person, work daily with them, or live nearby. We know that person so well, and love them, so we choose to agree to disagree in select areas for the sake of relationship.

Yet when it comes to politics, and its seasons of heated rhetoric, we allow our disagreements over knowledge to supersede our relational “knowing”. Why is this? Why does information trump partnership?

Eternal Father, have mercy on this condition, both in Hammond’s era and the present. We have asserted our superior knowledge against our resolve to continue relating in the context of relationships. We have broken faith with each other over the letters “D” or “R”.

Will You have mercy on on us? Will You help us to “love our enemies”? Will You especially give us grace for our beloved enemies; members of our own household whom we cannot reach agreement?

We offer thanks for Governor Hammond, and his propensity to listen and unite with his opponents. Will You bless him, his progeny, and those who work and especially listen to those across the aisle? Will You fulfill his incomplete visions to create a responsive system of leadership in Minnesota? Will You overcome the acceptance of faction and partisanship as a necessity for the civic leadership of our society? Will You replace knowledge with knowing, and make us one people? Amen!
